A Time for Global Questions
An Open Urgent Letter to All UN Missions in New York
Given the appalling state of US media, the following facts may be new to you, but these are truths your people should know:
- 49% of your New York City neighbors believe leaders in this administration knew 9/11 was coming and “consciously failed to act” and two-thirds want a totally new 9/11 inquiry from Congress or New York’s Attorney General. (8/30/04 Zogby Poll)
- In September 2000, one year before 9/11, the Bush team”s neocon think tank PNAC (Project for a New American Century) published a plan for global domination called “Rebuilding America’s Defenses”. (Top Bush Administration figures like Cheney, Perle, Wolfowitz, Rumsfeld et al. were signers of PNAC’s founding charter.) Their plan called for full spectrum dominance over all nations and regions (including outer space), long term petro-resource control with permanent Mideast bases, and a preemptive First Strike policy against recalcitrant states. However, they openly conceded that such a huge “transformation” would take forever “absent some cataclysmic and catalyzing event – like a new Pearl Harbor.”
- Former Treasure Secratery Paul O’Neill testified that at their first Cabinet meeting in January, 2001, Iraq oil concession maps were circulated & discussed and that Bush baldly told them to “find me a way” to take Iraq. Preparations followed.
- In June 2001 Cheney took charge of the Counterterrorism Task Force but never convened a single meeting, and Rumsfeld rewrote the NORAD/FAA air emergency response protocols (which had worked flawlessly 67 times the previous year) to include himself in the authorization chain.
- In the months before 9/11, over 23 warnings of coming attacks from eleven foreign governments were received and ignored, many specifically mentioning the use of planes and symbolic urban targets.
- Attorney General Ashcroft downgraded terrorism as a Justice Dept priority (below accounting and prison reforms) and told acting FBI director Tom Pickard “I don’t want to hear about terrorism anymore.”
- FBI field probes into Al Qaeda activities were routinely quashed and after 9/11 the quashers were promoted to higher posts.
- Former Counterterrorism Chief Richard Clarke has also testified that Bush, Cheney and Rumsfeld’s first concern after 9/11 was tying the attacks to Saddam Hussein.
- Many respected international figures are openly skeptical of the official 9/11 story.
“It is clear the US authorities did little or nothing to pre-empt the events of 9/11. It is known that at least 11 countries provided advance warning to the US of the 9/11 attacks… it is not surprising that some have seen the US failure to avert the 9/11 attacks as creating an invaluable pretext for attacking Afghanistan in a war that had clearly already been well planned in advance… This War on Terrorism is bogus. Who could honestly describe the 2004 contest of George Bush and John Kerry as a domestic affair? There’s a reason why every newspaper in the world will have the same story on its front page on November 3. This election will be decisive not just for the United States but for the future of the world…
Today, people far from America’s shores do indeed pay for the consequences of US actions… It’s not just those who live under US military rule who might wish to choose the commander-in-chief. Everyone from Madrid to Bali is now drawn into the “war on terror” declared by President Bush.. We might believe that war is being badly mishandled – that US actions are aggravating the threat rather than reducing it – and that we or our neighbours will eventually pay the price…
In the past, America’s allies could hope to influence the behemoth via treaties, agreements and the UN. The Bush era – not just Iraq, but Washington’s disdain for Kyoto, the Test Ban Treaty, the International Criminal Court and the rest – suggests that the US will no longer listen to those on the outside… We may find that a sorry state of affairs. But there is little we can do about it. In the democratic contest that matters most to the world, the world is disenfranchised.
This is unfortunately true. Other countries still have no voice at all in American elections, but they can demand honest investigations and justice for their own people killed on September 11th and in its aftermath.
As long as this government continues to exploit 9/11 to justify invasions and preemptive attacks around the globe, the world’s people deserve a far more truthful account of what really happened on that day.
What can your Leaders and People Do to Finally Expose the Truth?
When the US government and media refuse to seriously investigate the deaths of your countrymen or 9/11 facts, you have the right and obligation to do it for yourselves. This is not simply a matter of justice for the victims, 9/11 is being exploited to justify an age of endless war.
Security analyst Ivan Eland observes, “the US unilaterally declared that the new terrorist war must be a global war with no clear objectives, no clearly identifiable enemy, no specified geographical area, and no clear strategy. The enemy is not on some front, does not have armies or navies, and since we are now all under government surveillance, apparently it could be any of us.” This is in fact a war against the havenots of the world, a war for global dominion, a war that will never end.
To save our world and children from yet another generation of terror, bloodshed and misery, your governments and people can and must demand a global 9/11 inquiry, either by the UN General Assembly or the International Criminal Court.

The victim families, who fought to create the 9/11 Commission, presented it with over 383 well researched questions, 80% of which still remain unanswered to this day.
We all need to know:
- After numerous precedents, warnings and actual Pentagon practice drills, how could the White House claim “no one imagined” that hijacked planes could be used as missiles in kamikaze attacks?
- Why did White House officials (and only White House officials) began taking CIPRO on 9/11, weeks before the first anthrax attack?
- Why did Pakistan’s intelligence chief, who met with George Tenet and other top US officials days before 9/11, also wire $100,000 to alleged lead hijacker Mohamed Atta just a few weeks earlier?
- Throughout the summer of 2001 our officials ignored dozens of urgent warnings from foreign governments and stifled FBI field inquiries into Al Qaeda operations. How did so many foreign intelligence services receive information about what was going to happen? What happened to the many warnings they sent to the US?
- Why did U.S. air defenses fail to follow standard operating procedures on Sept. 11, 2001? What were the typical responses and response times to air emergencies in the past?
- Why did the top civilian and military chain of command malfunction so inexplicably on Sept.. 11?
- Why did the 47-story World Trade Center 7, which was neither hit nor badly damaged, still collapse symmetrically at free fall speed?
- What were the sources of warnings to selected people before Sept. 11? What about the many stories of specific foreknowledge by individuals, including those who apparently made millions from insider information before the attacks?
- Why did the 9/11 Commission ignore FBI whistleblower Sibel Edmonds’ reports that months before 9/11 she”d seen FBI documents warning that Al Qaeda was preparing to hit New York with planes?
- Why has no one ever been held accountable for the massive defense and intelligence failures within?
